SAMAHAN NG MGA KABATAANG MARINDUQUEÑO

RIZAL TECHNOLOGICAL UNIVERSITY

Mandaluyong Campus

 

 

 

 

Preamble

 

We, the bonafide citizens of Marinduque, all Filipino citizens with academic residence at Rizal Technological University Mandaluyong Campus, bind ourselves under the Sovereign Divine Providence, in order to promote the interest of all youths in Marinduque, help, uphold and prepare ourselves, do hereby ordain and promulgate this constitution and by laws.

 

 

ARTICLE I

Name and Domicile

 

Section I:

 

This organization shall be known as Samahan Ng Mga Kabataang Marinduqueño, RTU-Chapter herein referred to as “SAKAMAR”, affiliated with any organization recognized by the government and amended by the Rizal Technological University Code with technical knowledge and expertise in the said field.

 

Section II:

 

The principal office shall be located at Department of Extension Services, Rizal Technological University Boni Avenue, City of Mandaluyong.

 

 

ARTICLE II

Declaration of Purposes

 

Section I:

 

The purpose of this organization shall be:

 

a.      To promote and unite the interest of all Marinduqueños, who studying in RTU-Mandaluyong Campus towards moral and intellectual development, thus to safeguard any stumbling blocks that may hinder the members success in studies.

 

 

b.     To assist all members in whatever academic problem and other minor problems arises.

 

 

c.      To develop the efforts of servicehood, impel social awareness and national consciousness among students.

 

 

ARTICLE III

Set of Officers

 

Section I:

 

The officers of this organization shall be bonafide citizens, hailed and connected in the Province of Marinduque.

 

Section II:

 

The organization shall have the following officers:

 

a.                  President

b.                 Vice-President

c.                  Secretary General

d.                 Treasurer

e.                  Auditor

f.                   Business Manager

g.                 Public Relation Officers

 

 

Section III:

 

The newly elected “SaKaMa” President with the approval of the body may appoint Junior Officers with their duties and responsibilities specified in resolution.

 

Section IV:

 

The election of Officers shall be held not later than the second week of July after two (2) day campaign period given and provided by the Commission on Student Election

 

Section V:

 

The outgoing officers shall supervise the election until new president officers have been elected, provided that they are not candidates during the election proper.

 

Section 6:

 

No school authority can openly endorse and campaign for any of the candidates.

 

ARTICLE IV

Duties and Responsibilities of All Officers

 

Section 1:

 

The president shall have the following duties and responsibilities:

 

a.                  He/She is the chief executive and implementor of the entire organization of all the plans, programs, projects, activities and in charge of the general active of its affairs.

b.                 He/She shall call and preside the overall meetings of the organization.

c.                  He/She shall review all finances of the organization duly approved by the body.

d.                 He/Shall prepare an annual accomplishment report and submit it to the organization at the last meeting during his/her incumbency.

e.                  He/She shall exercise such other powers and perform such other duties inherent to the office of the president.

 

Section 2:

 

The Vice-President shall have the following duties and responsibilities.

 

a.                  He/She shall assist the president on all matters concerning the organization assume and performs all powers and functions for and in absence of the President.

b.                 He/She shall perform other duties as maybe delegated to him/her by the president.

 

Section 3:

 

The Secretary-General shall have the following duties and responsibilities.

 

a.                  He/She shall call the roll, prepare the minutes of the meeting and count the majority of all votes when voting is required by raising the right hand, standing or calling to get the Yes and No of the Officers and members.

b.                 He/she shall perform the duties of an official custodian to all its official records of the organization.

c.                  He/she shall transmit all documents to the incumbent President or to the Adviser before the ends of the school year.

d.                 He/she shall perform other duties as maybe delegated by him/her by the President.

 

Section 4.

 

The Treasurer shall have the following duties and responsibilities:

 

a.                  He/she shall have the custody of all funds, money and any valuable effects of the organization.

b.                 He/she shall collect all fees and dues required by the organization.

c.                  He/she shall submit and prepare monthly financial reports to the organization.

d.                 He/she shall receive and disburse funds only upon the authorization of the President and upon presentation of the duly approved financial statements.

e.                  He/she shall perform other duties as maybe delegated to him/her by the President.

 

Section 5.

 

The Auditor shall have the following duties and responsibilities:

 

a.                  He /she shall review the records of treasurer’s accounting fund to insure the necessary safeguards of the administration of the organizations resources.

b.                 He/she shall examine and verify reports of collection and all expenses prepared by the treasure before submission to the president

c.                  He/she shall sign all records of collection and expenses to insure that such are in accordance with the rules and regulations.

d.                 He/she shall perform other duties as maybe delegated to him/her by the president.

 

Section 6.

 

The Business Manager shall have the following duties and responsibilities:

 

a.                  He/she shall make the project ways on how to solicit funds for the organization.

b.                  He/she shall report directly to the body matters regarding his/her proposal.

c.                  He/she shall be the organization’s official property custodian and held liable of all organization belongingness.

d.                 He/she shall perform duties as maybe delegated to him/her by the President.

 

Section 7.

 

The Public relation Officer shall have the following duties and responsibilities.

 

a.                  He/she shall maintain contact and further relation with the members.

b.                 He/she shall act as liaison officer of the dissemination concerning all activities, plan, programs and projects of the organization.

c.                  He/she shall be the official spokesperson.

d.                 He/she shall perform other duties as maybe delegated to him/her by the President.

 

ARTICLE V

Tenure and Vacancy

 

Section 1.

 

An officer of the Samahan ng mga Kabataang Marinduqueño shall serve for one term until his/her successor is elected legally and formally assumed his/her through an oath taking conducted before a competent authority.

 

Section 2.

 

In case the position of an officer vacated at any time during his/her term due to disability, sickness, graduation, resignation or even death, the succeeding officer shall automatically assume the position for the remainder of the unexpected term and the President shall appoint new officers for empty position of the organization.

 

ARTICLE VI

Quorum

 

Section 1.

 

A majority of the officers shall constituted quorum otherwise no business shall be done or discussed and/or approved.

 

Section 2.

 

Any decisions agreed upon by the quorum shall be final and executed unless amended by the two third (2/3) votes of the officers.

 

Section 3.

 

Votes shall be made by raising their right hands.

 

ARTICLE VII

Suspension or Impeachment

 

Section 1.

 

The officers of the organization may be removed from the office on the following grounds:

 

a.                  Voluntary and willful violation of his constitution and by laws or any resolution passed by the organization. A corresponding penalty or sanctions is applied.

b.                 Dishonesty, disloyalty, disorderly behavior, insubordination and oppression in the office.

c.                  Gross neglect of duty.

d.                 Scandalous, immoral conduct and malicious utterances unworthy of the integrity of the office.

e.                  Active Participation in the partisan using the name of the organization.

 

Section 2.

 

If an officer fails to attend three (3) consecutive sessions, whatever regular or special, without informing the body his status or the reasons of his absence, he/she shall automatically be dropped from the roll.

 

Section 3.

 

The organization shall have the majority vote to constitute the power to remove any officer from the organization.

 

Section 4.

 

The appointed advisers shall preside with the proceedings of the president.

 

Section 6.

Decisions should be made final by the General Assembly.

 

ARTICLE VIII

Members

 

Section 1.

 

All students of Rizal Technological University of both Mandaluyong and Boni campus who are interested shall be their members of this constitution and by laws.

 

Section 2.

 

Every members of this organization has the right access to all its official records.

 

Section 3.

 

A membership fee worth of fifty (50) pesos will be charged for every member and officer upon registering in this organization.

 

Section 4.

 

It is obligation of members to participate and exercise rights responsively.

 

 

ARTICLE IX

Suffrage

 

Section 1.

 

The Samahan ng mga Kabataang Marinduqueño not otherwise disqualified by law, who are bonafide citizen of the Philippines, may exercise Suffrage, course or other substantive grounds shall prohibit from exercising so.

 

ARTICLE X

Advisory Body of Samahan ng mga Kabataang Marinduqueño of Rizal Technological University

 

Section 1.

 

The Samahan ng Mga Kabataang Marinduqueño may appoint adviser/s who will serve as their advisory body, provided that the majority of the officers shall approve the appointm,ent.

 

Section 2.

 

The advisers may only comment, support, suggest and recommend on all matters that may affect the general welfare of their members.

 

Section 3.

 

Any of the advisory body shall not receive any stated salary or allowance for their services.

 

 

ARTICLE XI

Amendment or Revisions

 

Section 1.

 

Any amendments to or revising of this constitution maybe proposed by the organization upon a rate of 2/3 of the body provided that the amendments must be presented in writing at which/and copies are posted prior to its consideration.

 

ARTICLE XII

Effectivity

 

This constitution and by laws shall take effect immediately upon ratification by majority of all votes of the body.
